This web page aims to be a focal point for health and safety and will provide guidance on best practice for employers as well information on accident statistics, safety alerts and technical specifications.

The Health and Safety Sub-Committee is aiming to establish consistent standards throughout the industry. Members are encouraged to use this site to share information on best practice and also as a means of providing alerts to others when things are wrong. Accident prevention must be our common goal and improvement can be achieved by working together.

CoalPro Member wins prestigious Sir George Earle Trophy

The ROSPA Award Panel's selection of the 2012 Sir George Earle Trophy winner was a tough decision as the three contenders, Finning UK Ltd, Morrison Utility Services and Northern Rail all presented robust evidence of outstanding performance.
 
After careful consideration, Finning were selected because of their open and positive culture of care, that is clearly driven from the top by their directors and senior managers and is energised by the involvement of workers in innovation and continuous improvement, and supported by close attention to assurance of competence through comprehensive training and mentoring.

Features which impressed the panel included: the involvement of Finning's teams in a mutually supportive approach to behavioural safety, the extent of employees' engagement through their workplace production system in making suggestions to improve safety, and support for many engineering staff who often work in relative isolation at clients' sites.

The panel was impressed by Finning's efforts to both safeguard and promote health, to ensure work related road safety and also to encourage employees to take key safety messages home to help protect themselves and their families outside working hours.

RIDDOR - New Reporting Procedures

With effect from 6th April the Over 3 Day RIDDOR reporting requirement for people injured at work has changed to Over 7 Days. Employers now have to report an injury that leads to a worker being incapacitated for more than 7 days (not including the day of the injury but including weekends and rest days). A record must still be kept for accidents involving a period of incapacitation for more than 3 consecutive days.

Pennyvenie Fatal Accident Presentation

A copy of the SRG’s PowerPoint presentation on the accident investigation into the double fatality which occurred at Pennyvenie in 2007 is now available on this site http://www.vmine.net/coalpro_hs/hs_docs1.asp
This presentation is being made freely available and can currently be found in the Risk Assessments and Safe Systems of Work link on the left side of the page. The presentation summarises the findings of SRG’s internal investigation and highlights several learning points relating to the dump truck visibility and segregation of light vehicles. The presentation has now been delivered at various industry forums and is currently being has been well received on each occasion.

CoalPro Safety Representatives Forum
A new CoalPro Safety Representatives Forum has been established and the first meeting was held at UK Coal's Potland Burn site on 11th October. The terms of reference for the forum are to: -
• Help safety representatives to gain skills and knowledge to improve their contribution to health and safety 
• Raise the profile of safety representatives within the surface coal mining industry
• Discuss and share best practices
• Share safety issues and experiences to identify common needs for improvement
• Influence management on matters of health and safety
• Improve the safety culture among CoalPro member companies

The HSE Quarries Inspectorate has agreed to participate in this forum as it represents an opportunity to encourage worker involvement in health and safety. Meetings will be held at least twice per year and guest speakers will be invited as appropriate.

Judith Hackitt visit to Fos y fran 

Miller Argent was very pleased to host a special visit from the HSE in early May 2011 to its Ffos-y-fran Land Reclamation Scheme in Merthyr Tydfil, South Wales.  The Scheme reclaims over 1,000 acres of acutely derelict and unstable land and restores the land to safe and beneficial use for the local community, all paid for from the recovery of approximately 11 million tonnes of Welsh Dry Steam coal.

The HSE were represented by Ms Judith Hackitt CBE (Chair of the Health & Safety Executive), Mr Colin Mew (Principal Inspector) and Mrs Catherine Pickett (Regional Inspector).  CoalPro (the Confederation of UK Coal Producers) was also represented by Mr Brian Rostron, Chair of the CoalPro Health & Safety Committee who spoke on behalf of the Surface Mining Industry in the UK.

Following a PowerPoint presentation by James Poyner (Joint Managing Director) on the background and community benefits of the Scheme a site tour was conducted by Robert Jones (Operations Manager) of the mining operation.  The tour included a demonstration of the large earth moving equipment being used at the mine.  Ms Hackitt travelled in a CAT 777F dump truck driven by Mr Peter Beasley, the Union Safety Representative, which included the full cycle from the excavation face to the tip and back to the excavator, in order for her to experience the operation from an operator’s perspective.  Blasting of the hard rock is a regular, daily occurrence on site and whilst in the excavation area Ms Hackitt was appointed to fire the shot using the ROBIS initiation system under the close supervision of the Shot-firer.

A tour of the Screening Plant, the Dense Medium Washery and new Barrel Wash operation was conducted by Bob Edwards (the Coal Processing and Marketing Manager) before a presentation was made of a scale model of a Komatsu PC3000 face shovel by Robert Jones to Judith Hackitt as a memento of the day.

When asked about the tour Ms Hackitt commented “This was a most enjoyable and informative visit. Coal mining is part of my own heritage. Visiting the site in the 21st century clearly demonstrates how the technology has moved on and the many important step changes which have taken place in mining and quarrying safety culture over the decades”.

RIDDOR Consultation Launched

The Government has issued a consultative document on proposed amendments to regulation 3(2) of the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR). This amendment was proposed by Lord Young in his report "Common Sense, Common Safety". If adopted, the period of incapacitation after which an injury to a person at work must be reported to the HSE, will change from Over 3 Days to Over 7 Days. The consultation seeks views on the proposal itself and on the impacts that it would have if it became law.
